Andhra Pradesh State Govt. released G.O.Ms.No. 52 on 25/02/2010 to implement Revised Pay Scales under Pay Revision Commssion (PRC) - 2010.
Andhra Pradesh Revised Scales of Pay Rules, 2010 shall be deemed to have come into force on the 1st July, 2008.These rules shall apply to all the Government employees whether temporary, regular or permanent appointed before 1st July, 2008.
The Revised Pay Scales will be implemented notionally from 01.07.2008 with monetary benefit from 01.02.2010. The arrears for the month of February, 2010 will be credited into the GPF accounts of the employees. The benefit of the Revised Pay Scales 2010 will be paid in cash for the salary of March, 2010 payable in April, 2010

CM, Employees fail to break ice on pay hike
Talks between the C.M. Mr K. Rosaiah, and the state employees failed once again on Tuesday with the employees demanding implementation of the pay hike with effect from July 2008. C.M. and the employees also disagreed on the percentage of hike. While the C.M. agreed to increase it by 38 per cent, the J.A.C. of employees demanded 41%.
JAC leaders said the proposed “Chalo Hyderabad” programme on Jan' 22 and the strike after Jan'23 have been deferred. “We will wait for the government’s reaction and chalk out our course of action in 10 days,” they said. According to sources, there was a broad consensus on the pay hike of 38 per cent after the C.M. said he would not “budge” further.
The JAC leaders then started demanding that PRC recommendations be implemented in retrospective effect and all the benefits be paid in cash. The C.M. however, said the recommendations would be implemented from April 2010.
According to him, the earlier pay revision came into force from April 2005 and the new pay will be given after 5 years. He also offered to extend the benefit from the March salary if employees agree to it.
The JAC argued employees were already put to losses as new pay has been due from July 2008. The government should implement the revised salary from October 2008, the month from when interim relief has been paid, they said.

JAC to go ahead with ‘chalo Hyderabad’ programme on January 22 if demands not met
Chief Minister K. Rosaiah has constituted a three-member Cabinet sub-committee headed by Revenue Minister D. Prasada Rao to hold discussions with the Joint Action Committee of Employees, Teachers and Workers (JAC) on January 18 and 19.
These discussions are aimed at enabling the government to take a decision on the extent of benefits to be allowed to the staff under the 9th Pay Revision Commission’s report.
Mr. Rosaiah formed the committee after hearing views expressed by a delegation of JAC leaders who met him for an hour in the Secretariat on Saturday. The other members of the Cabinet sub-committee are N. Raghuveera Reddy and P. Sabitha Reddy (Home). He is stated to have assured the leaders that the PRC issue would be thrashed out without any further delay after the sub-committee’s discussions with the JAC.
He said his government considered employees as family members and was sympathetic to their demands, whatever the financial constraints. At the same time, “you should be reasonable and practical in your demands,” he told the JAC leaders.
Speaking to reporters later, V. Gopal Reddy, M. Narayana and K. Swamy Goud, JAC chairman, co-chairman and secretary-general respectively, and M. Hanumantha Reddy, chairman, Secretariat Employees’ Coordination Committee, expressed the hope that all their demands would be settled, mainly 61 per cent fitment benefit, fixation of the minimum and maximum scales at Rs 8,120 and Rs 77,0000 respectively and grant of medical allowance at Rs. 3 lakh instead of Rs. 2 lakh.
They, however, announced that they would go ahead with “chalo Hyderabad” programme on January 22 as originally planned, if the government failed to take a decision by then.
TEACHERS GET 100% PAY HIKE (ARTICLE BY 'The Hindu')
The 9th Pay Revision Commission (PRC) appointed by the state government has recommended doubling of salaries for teachers.
The PRC, which recently submitted its report to the Chief Minister, Dr K. Rosaiah, has recommended raising the salaries of secondary grade teachers (SGT), school assistants (SA) and headmasters of government schools.
As per its recommendation, the salary of an SGT should be raised from Rs 5,470 to Rs 10,900 per month, that of an SA from Rs 7,200 to Rs 14,860 and headmaster from Rs 9,285 from Rs 18,030.
However, teachers’ unions rejected the new pay slabs, saying it will benefit new teachers more than the seniors.
“The salary of a teacher with over six years of service will be the same as that of a new recruit. Moreover, we had asked for at least 60 per cent ‘fitment’ but the PRC has recommended only 27 per cent which is not acceptable to us,” said Mr Venugopal, the president of the AP Teachers Federation.
Added Mr Narayana, general secretary, AP United Teachers Federation, “As per the parameters set by the Indian Labour Congress, there should a minimum salary of Rs 8,600 per month. But the PRC has only recommended Rs 6,700.”
The Joint Action Committee of Employees, Teachers and Workers comprising over 12 lakh government employees will meet on Saturday to decide the future course of action. The unions have been demanding 61 per cent of the fitment and a minimum basic pay of Rs 8,120 and a maximum of Rs 77,000 based on the service and category. They also demanded 100 per cent increase in allowance but all these found no place in the PRC recommendations.
“We condemn the ‘anti-employee’ recommendations made by PRC. We demand that the government not accept them and direct the PRC to make the amendments,” said Mr Gopal Reddy, president, JAC.
The committee had earlier threatened to go on indefinite strike if their demands are not met.
9th PAY REVISION COMMISSION REPORT (PRC)-2009 RELEASED
The Ninth Pay Revision Commission appointed by the State government in July 2008 is submit its report. Sources said later after receiving the report, the Chief Minister was expected to accept it and make a formal announcement enhancing salaries, allowances and perks to the Government staff. The employees are being paid an interim relief of 22 per cent pending submission of the report.
